Randy McDowell has been named as Chief Financial Officer of Rockwall ISD.
McDowell most recently served as Assistant Superintendent of Business and Operations for Canyon ISD, which is located south of Amarillo, for more than 10 years. As Assistant Superintendent, he oversaw the areas of finance and budget, maintenance, property services, transportation, food service and construction.
“Mr. McDowell’s commitment to financial accountability and transparency is a great fit for our district,” said Rockwall ISD Superintendent Jeff Bailey. “He will continue to drive our tradition of being one of the most efficient and effective school districts in the state.”
McDowell graduated from West Texas A&M University in 1992 with a Bachelor of Business Administration in Accounting. Earlier in his career, McDowell worked for the Region 16 Education Support Center as the School Finance Specialist. As School Finance Specialist, he worked with schools in the Texas Panhandle on finance and accounting issues. In total, McDowell has worked in school finance and operations for more than 23 years.
He is currently Vice President of the Texas Association of School Business Officials and has served as a board member since 2012.
McDowell and his wife, Denise, have one daughter, Brianne, who is a freshman at Texas A&M University.
His first day in the district will be September 30.
