Important Information

House Bill (HB) 1842, enacted during the 84th Legislative Session in Texas, allows public school districts to designate themselves as "Districts of Innovation." This designation enables districts to gain exemptions from specific provisions of the Texas Education Code, thereby providing them with greater flexibility in their operations, educational programs, and policies.

The purpose of this legislation is to empower school districts to innovate and tailor their educational approaches to better meet the needs of their students and communities. This can include flexibility in areas such as:

  • Curriculum Design: Districts can develop and implement customized curricula that align with local needs.
  • Teacher Certification: They may adopt alternative certification pathways to attract diverse teaching talent.
  • School Calendar: Districts can create unique school year schedules that might differ from the traditional calendar.
  • Operational Procedures: Exemptions from certain rules can facilitate improved administrative processes.

Rockwall Independent School District (ISD) adopted its District of Innovation plan on November 14, 2022. This plan outlines specific strategies and innovations that the district intends to pursue under the provisions of HB 1842. The adoption of this plan allows Rockwall ISD to implement initiatives aimed at enhancing educational outcomes, improving student engagement, and fostering community involvement.

The District of Innovation framework encourages local governance and decision-making, allowing districts to better respond to the unique challenges they face. Overall, the goal is to promote a more effective and adaptable education system in Texas.
