With 34 years of experience in public education, Dr. John Villarreal serves as Superintendent of Rockwall Independent School District, leading 26 campuses, approximately 19,100 students, and more than 2,200 teachers and staff. His career has included service as a Teacher, Coach, Counselor, Elementary and High school Principal, Assistant Superintendent, and Superintendent, preparing him to lead one of Texas' top-rated public school districts.

Under his leadership, Rockwall ISD has remained committed to attracting and retaining exceptional educators while providing students with outstanding academic, extracurricular, and career preparation opportunities. In November 2025, Rockwall ISD voters approved the District's Voter Approval Tax Ratification Election (VATRE), providing additional funding to increase teacher and staff compensation, support special education services, and continue safety and security efforts.

The District continues to earn recognition for academic excellence and student achievement. Rockwall ISD earned an 89 accountability rating from the Texas Education Agency in 2025, while Rockwall High School, Rockwall-Heath High School, and Quest Academy each received an A rating. Students earned more than 900 industry certifications through Career and Technical Education programs at the Dr. Gene Burton College and Career Academy, and the District continues to receive state and national recognition in academics, fine arts, athletics, robotics, and leadership. Rockwall ISD has also been recognized nationally as one of the Best Communities for Music Education for nine consecutive years, is a District of Distinction for Career and Technical Education programs and ranks among the top school districts in the Dallas-Fort Worth area.

Serving in his 11th year as Rockwall ISD Superintendent, Dr. Villarreal has also guided the successful implementation of the District's bond programs opening 13 campuses and major expansion projects that include six new elementary schools, one middle school, three middle school expansion projects, one College and Career Academy, and two 9th grade campuses.

Committed to serving both students and the community, Dr. Villarreal remains actively involved in the Rockwall Area Chamber of Commerce and the Noon Rotary Club. He also serves on the UIL Region 3 Music Executive Committee.
