Our DFW east side metroplex is growing and Rockwall County ranks No. 2 in the state of Texas with an estimated population increase of 6.5% (Dallas Business Journal, March 2024). During this time of significant student enrollment growth, Dr. John Villarreal is an experienced and proven Superintendent, guiding Rockwall Independent School District's 25 campuses, and approximately 19,000 students, and over 2,200 teachers and staff with dedication and visionary leadership. With a 33-year career in public education, Dr. Villarreal's extensive experience, from teacher, coach, counselor, principal at both elementary and high school levels, to assistant superintendent and now superintendent, has uniquely prepared him to lead Rockwall ISD.

Under his leadership, the District has achieved remarkable milestones that have positively supported students, teachers, and staff. A highlighted achievement is the successful approval of the 2021 bond, which underscores the community’s strong support for its schools.  This bond has facilitated the construction of four new buildings in 2024, including two ninth-grade campuses, a new Rochell Elementary School and set to open in Fall of 2025, a new middle school, and three middle school expansions to accommodate adding sixth-graders to provide expanded learning opportunities.

Dr. Villarreal has also fostered civic partnerships and established a community committee dedicated to addressing facility needs, ensuring that the District’s growth is supported by modern, well-maintained infrastructure. Fiscally, under his leadership, Rockwall ISD boasts the lowest tax rate in the area when compared to surrounding districts, demonstrating a commitment to financial responsibility and community support.

Academically, the District has a strong partnership with Collin College, resulting in a 610% increase in Dual Credit student enrollment since 2016. Most recently and in the 2023-2024 school year, Rockwall ISD students earned an impressive 887 professional career and technical certifications, equipping them with essential skills for future success. The District's pursuit of academic excellence is evidenced by a 63% increase in the number of students recognized by the National Merit Scholarship Program since 2017. Rockwall ISD's high schools have consistently ranked among the top schools on the UIL's Lone Star Cup list for academics, fine arts, and athletics since 2017, with Rockwall High School achieving a top 10 in Texas #8 ranking in 2024. Notably, 97% of all secondary students participate in extracurricular activities, including Fine Arts, Athletics, and or Career and Technical Education programs, underscoring the comprehensive education fostered within the District. Additionally, a Marines ROTC program introduced in the 2024 school year, encourages good citizenry and further broadens opportunities for student academic and leadership development.

Dr. Villarreal places a strong emphasis on community involvement, actively participating in organizations such as the Rockwall Area Chamber of Commerce, the Rotary Club, and the Children's Advocacy Center for Rockwall County. He also serves in a state leadership role as the Region 10 representative on the Texas Association of School Administrators Executive Committee.
