At recent board meetings, the Board of Trustees:
- Approved construction manager, consultant services and project delivery/contract award method for the Rockwall-Heath HS cafeteria dining addition.
- Approved the construction of a source capture system, consultant design services and project delivery method for the the Rockwall ISD Aquatics Center
- Approved consultant services and project delivery/contract award method for the Rockwall-Heath HS cafeteria expansion
- Accepted project completion for the multi-campus security camera upgrade project
- Approved the guaranteed maximum price for multi-campus renovation projects
At their December 14th meeting, the Board of Trustees approved the following projects funded by the 2015 Bond Program:
- The purchase of ten 77-passenger school busses
- HVAC systems replacement with consultant services and project delivery method at the Aquatics Center
- A Comprehensive Fluid Dynamic Modeling Study at the Aquatic Center
At the June and July 2020 board meetings, the Board of Trustees:
- Approved project completion for the multi-campus secondary lighting project
- Approved project completion for the Rockwall HS kitchen equipment upgrade project
- Awarded a contract to Logical Solutions, Inc. for the multi-campus security camera upgrade project
- Approved the purchase of Chrome devices at Sherry and Paul Hamm ES
- Approved the purchase of technology hardware and services from CSP, B&H Photo, CDWG, Delcom, Prime Systems, ProComputing and Virtucom for Hamm ES
At the February 17 board meeting, the Rockwall ISD Board of Trustees:
- Accepted project completion of the Rockwall High School parking lot project
- Accepted project completion of the multi-campus carpet upgrades project
- Approved additional bond scope technology projects
At the January 21 board meeting, the Rockwall ISD Board of Trustees:
- Reviewed schematic designs for Elementary School 16

At recent board meetings, the Rockwall ISD Board of Trustees approved the following projects as part of the 2015 bond program approved by voters:
- Approved the land site currently owned by the district in the Stone Creek neighborhood for the future site of Elementary School 15
- Approved Northstar Builders Group as the Construction Manager at Risk for Elementary School 15
- Approved the Rockwall High School parking lot project as part of the 2015 Bond Authorization
- Authorized the superintendent the authority to negotiate and execute agreements and easements to provide sewer service to tract in King Latham Survey for possible future development
- Accepted the completion of the Rockwall HS bathroom renovation project

At the May 2018 board meeting, the board:
- Approved the Guaranteed Maximum Price (GMP) for the Virginia Reinhardt Elementary School construction project.
- Approved architectural firm services from Stantec Architecture, Inc. for Elementary School 15 and 16.
- Approved Construction Delivery Method of Construction Manager at Risk for Elementary 15.
- Approved of materials testing services from Alpha Testing, Inc. for the J.W. Williams Middle School fireproofing project.
- Approved proposals for district-wide unified communications utilizing a Voiceover IP (VOIP) system.
- Approved proposals for bond technology devices project, including class presentation, digital signage and interactive flat panels, as well as middle school labs & laptops, desktops and Chromebooks with Lock-n-Charge.
At the April 2018 board meeting, the board:
- Approved the guaranteed maximum price for the Amy Parks-Heath Elementary renovation project, including replacing HVAC equipment, carpet, gym flooring, kitchen equipment, security cameras, access controls, fire alarms and interior remodeling of the library, art room, maker space and computer lab.
- Approved the purchase of technology equipment and services for Dr. Gene Burton College and Career Academy and new Dobbs Elementary, including Chromebooks, laptops, interactive panels, smart TVs and additional hardware.

At the March 2018 board meeting, the board:

The Board of Trustees recently accepted the completion of:
- Phase 2 Roofing projects at Administration, the Parent Center, Quest Academy, Williams MS, Cain MS, Jones ES and Hartman ES
- BP-1A projects, which included updates to at Cullins-Lake Pointe ES, Nebbie Williams ES, Pullen ES and Rochell ES
In addition to the projects the board accepted the completion of, they also accepted the completion of Linda Lion Elementary School, which opened for the first time in August 2017.
The board also approved the purchase of equipment and services for an upgrade of the wireless network all middle school and elementary school campuses.

Bond 2015: Did You Know? December 2017 Board Meeting
- The board reviewed project design planning for the Reinhardt Elementary School Project, which includes the demolition of the existing campus and the new construction of an approximate 88,000 square foot school. Students and staff will be relocated during the 2018-2019 school year to the former Dobbs ES site.
- The board approved a contract award to ICI Construction for the tennis complex and restroom facility and tennis court resurfacing project at Wilkerson-Sanders Stadium.
- The board accepted the project completion of the following projects: security cameras and access controls at secondary schools, access controls upgrade at eight elementary schools and lighting upgrades to five schools.
- The board approved professional services from Huckabee and Associates for carpet replacement at Cain MS, Jones ES, Hartman ES and Springer ES.

Bond 2015: Did You Know? October 2017 Board Meeting
At the October 2017 Board Meeting:
- The board approved a new school building for Reinhardt Elementary through the bond, modifying the original scope of the project which was a complete renovation
- The board approved Hellas Construction’s proposal for the indoor turf replacement projects at both Rockwall High School and Rockwall-Heath High School to begin in November/December 2017, with an estimated completion of February 2018
- The board approved the purchase of consultant service for the replacement of VoIP phone system from True North Consulting Group

Bond 2015: Did You Know? August 2017 Board Meeting
At the August 2017 Board Meeting:
The board approved Northstar Builders Group as the Construction Manager at Risk for the Reinhardt Elementary and Amy Parks-Heath Elementary renovation and addition projects. The construction period for both projects is May 2018 through August 2019. The board awarded the contract to Raymond Construction for the Cain Middle School parking lot expansion project (pictured below).

Bond 2015: Did You Know? March Board Meeting
Bond Project Updates:
- Linda Lyon Elementary progressing to meet its opening schedule for this fall. The district will begin planning for move-in over the summer.
- The new Dobbs Elementary is in the early stages. Permitting is in progress, and site clearing should begin over the next few weeks.
- The district received the early grading permit for the College and Career Academy so site clearing will begin over the next couple weeks.
- Phase one is complete for the RHS restroom project and phase two has begun.
The Board of Trustees accepted the multi-campus track and turf project and phase 1 roofing as complete.
The district is expected to receive bids by the end of March for the following:
- Parking lot project at Cain MS
- Lighting Upgrades
- Systems Component Upgrades at Nebbie Williams ES, Cullins-Lake Pointe ES and Rochell ES
- Roof Projects Phase Two at Quest, Child Nutrition, Parent Center, Williams MS, Jones ES and Hartman ES

Mr. Salee formerly worked as an architect/associate principal on several Rockwall ISD 2015 bond projects and has 15+ years of experience working with educational and ISD clients across Texas.

Bond 2015: Did You Know? December 19 Board Meeting
Bond Project Updates:
- Linda Lyon Elementary is on schedule, on budget, and the percentage breakdown of project completion is slab, 100%; utilities, 95%; site paving, 90%; CMU block, 70%; structural steel, 60%; MEP rough in, 30% and studs, 10%.
- The district expects bid documents for the new Dobbs Elementary and a recommendation to the board in January 2017.
- RHS, RHHS, Cain and Williams MS tracks are almost complete, only requiring some surface paint and line painting.
- Cain and Pullen MS roofing projects are expected to be complete in mid-January.
The board approved the Guaranteed Maximum Price for the College and Career Academy ($42,888,302) and Rockwall High School bathroom renovation ($2,884,696).
McKinney Security was awarded the contract for Phase I safety and security projects at Rockwall HS, Rockwall-Heath HS, Cain MS, Williams MS and Utley MS.

Board Approves Construction Method and Upgrades to Schools through 2015 Bond Program
The Board of Trustees approved the construction methods and consultants for three projects across multiple campuses at the Board Meeting on November 14, 2016. A competitive sealed proposal method will be used for all three projects. The projects and approved consultants include:
- RLK Engineering was approved to build the parking lot between Cain Middle School and Pullen Elementary per the bond program.
- Estes, McClure & Associates was approved for the upgrading to LED light fixtures in the gym at Jones and Hartman Elementary Schools, Williams and Cain Middle Schools and Rockwall-Heath High School.
- Huckabee Architects was approved to perform systems upgrades at Rochell, Nebbie Williams and Cullins-Lake Pointe Elementary Schools.
These projects are expected to be completed by August 2017.

Bathroom Renovation
At the August meeting, the Board of Trustees approved Huckabee Architects as the Construction Manager at Risk for the Rockwall High School restroom renovation bond project. Huckabee Architects will now begin an evaluation of the restroom areas to maximize space. Once the evaluation is completed, the architect draw plans for approval.
The restroom project is funded through the 2015 bond program and is expected to be completed by summer of 2017.
At their June 20 meeting, the Rockwall ISD Board of Trustees received an update on the timelines of several projects approved by voters in the 2015 Bond Election.
Elementary School 14
Elementary School 14 is currently in the design phase with Stantec architects. Construction is anticipated to begin in August with completion targeted for August of 2017.
Dobbs Elementary Replacement
Abatement of the Dobbs annex building is complete. Demolition began the week of June 13th and is anticipated to be complete by start of 2016-2017 school year.
The architects, VLK, presented a Schematic Design presentation to the Board of Trustees during the June 20 meeting. The decision was made to save some of the old gym floor and exterior brick to re-purpose in the new building.
Construction is set to begin in February 2017 and be completed by June of 2018.
College and Career Academy
Huckabee Architects presented a Schematic Design presentation to the Board of Trustees during the June 20 meeting. Anticipation for construction is to begin in January 2017. Construction is set to finish in June of 2018 with the campus opening for students in August 2018.
Turf and Track Installations
Cain Middle School and Williams Middle School will have turf installed at their football fields and their tracks replaced by the end of August or September.
Rockwall High School and Rockwall-Heath High School will have their on-campus track replacement completed in August or September.
Turf and track construction is underway at all sites.
Rockwall High School and Rockwall-Heath High School will also have their on-campus baseball/softball fields turf replaced. Construction documents are completed and the District is currently soliciting bids. The architects are scheduled to present bid recommendations to the Board of Trustees in July.
Architects anticipate the start of construction to begin in August/September of 2016 and the completion by the end of January 2017.
Marching Band Surface and Parking Lot
Construction on the Rockwall High School marching band hard surface and parking lot is complete and is being used by the Rockwall High School Orange Wave Marching Band.
Roof Replacements
Cain Middle School, Utley Middle School and Pullen Elementary School are scheduled to have their roofs replaced over the summer. Construction is scheduled to begin in August and will be completed during the fall semester.
Safety and Security
Shatter resistant film will be installed on the front entrances of all campuses by 2017. Construction is anticipated to begin in June of 2017 and completed by August of 2017.
In addition, access control upgrades will be added at Rockwall High School, Rockwall-Heath High School, Utley Middle School and Williams Middle School beginning in the fall of 2016 and completed by spring/summer of 2017.
Williams Middle School will have its security cameras upgraded by the spring/summer of 2017.

Elementary School 14

Trustees Approve Issuance of Bonds and Construction Managers
On January 19, at their regularly scheduled meeting, the Board of Trustees took action on two items related to the 2015 Rockwall ISD Bond Projects.
Issuance of Bonds
In order to take advantage of favorable market conditions, trustees gave the district permission to issue up to $125 million in bonds.
The total includes $26.2 million in bonds that were authorized by voters in 2007 to build Rockwall ISD’s 14th elementary school.
“We’re issuing bonds earlier than we first anticipated,” said Chief Financial Officer Randy McDowell. “However the current market conditions enable us to secure a lower than anticipated interest rate.”
The bond issuance will maintain the projected tax increase of two and a half cents this year but lower the lifetime cost of the debt.
“We’ve completed all of our projections at a 4.25% interest rate to be conservative,” said Jeff Roberts of First Southwest Financial. “I anticipate the actual rate will be below 4%.”
Through its participation in the Texas Permanent Schools Fund, Rockwall ISD’s bond will be issued with a AAA bond rating. By itself Rockwall ISD has a bond rating of AA2 from Moody’s and AA from Standard and Poor’s.
Construction Manager at Risk
Trustees named Northstar Builders and Lee Lewis Construction as the Construction Managers at Risk for three 2015 Bond Projects.
Northstar Builders will provide construction manager services on Elementary 14 and the College and Career Academy. Lee Lewis will work on the new Dobbs Elementary building.
A construction manager works directly with architects to ensure that all of the subcontractor’s work on the project meets the architect’s specifications. A construction manager at risk adds the requirement of the manager assuming the risk if the project goes over-budget.
The construction managers were selected through a sealed-bid process. A selection committee, which included Rockwall ISD representatives and the previously selected architects, opened the 10 submitted bids and rated each of the proposals.
The selection committee’s recommendation and ratings were presented to the trustees during their meeting. The trustees accepted the recommendation of the selection committee.

Trustees Approve Plans to Begin First Bond Projects
On December 14, the Rockwall ISD Board of Trustees approved plans to begin work on several projects that voters authorized in the November 2015 Bond Election. Rockwall ISD selected three different architecture firms to begin the design work on the upcoming projects. In addition the Trustees heard reports on the expected beginning and completion dates of construction on these projects.
Elementary 14
Stantec was chosen to draft plans for Elementary School 14 which was approved by voters in the 2007 Bond Election. The design of the school will be similar to the design for Stevenson Elementary.
Elementary 14 will be located in the southern portion of the district to relieve Amy Parks Elementary which is currently over capacity. The district is currently negotiating on a site for this campus.
Construction is expected to begin in the summer of 2016 with the school opening in the fall of 2017.
College and Career Academy
The Rockwall ISD College and Career Academy will provide junior and senior students at Rockwall High School and Rockwall-Heath High School the opportunity to take specialized Career and Technology courses while also creating additional capacity for the high schools.
The College and Career Academy will be located on John King Boulevard south of Interstate 30.
Huckabee Architects was selected to design the Rockwall ISD College and Career Academy. Construction is expected to begin in the fall of 2016 with the campus opening in the fall of 2018.
New Dobbs Elementary
Rockwall ISD will build a new Dobbs Elementary School at the location of the current Dobbs annex. The current building will then be repurposed for other district uses.
VLK Architects were selected to design the new Dobbs Elementary. Demolition of the Dobbs annex will begin in the spring with construction of the new building
scheduled to begin in early 2017. Students would begin using the new building in the fall of 2018.
Other projects approved by voters in the 2015 Bond Election will have architects or civil engineers approved by the Trustees at a later time.

New College & Career Academy Positions Community to Lead
Community leaders see advantage to growing local workforce
With the new College & Career Academy in the early planning stages, local community leaders see the project as a sign the community is at the forefront of developing a local, quality workforce. At the same time, the Academy will help Rockwall ISD meet new Texas Higher Education Coordinating Board goals for students.
The new College & Career Academy, a result of the November bond election, is exciting for community and local leaders. “The passing of the school bond is far greater reaching than just preparing our students for college and career,” said Rockwall Economic Development Corporation CEO Sheri Franza. “It truly impacts the culture and climate of our city, our property values, our neighbors and our tax rate.”
As the Rockwall Economic Development Corporation works to broaden and diversify the tax base in the community, they also recruit industry and corporations to the community. “The number one question asked of a site selector or business owner is ‘what is the talent of your workforce.’ The quality of our workforce puts Rockwall in a position to attract the high-end businesses we want to have in our city. The businesses we attract have a direct impact on our culture and climate and ultimately affects the value of our real estate,” said Franza.
For Lake Pointe Health Network CEO and Rockwall Area Chamber of Commerce Chair-Elect Brett Lee the new College & Career Academy represents a collaborative relationship between business and schools. “The new college and career academy will pair excellent classroom education with practical, hands on experiences provided by local business leaders,” said Lee. “This combination will prepare graduates to be successful in a rapidly changing work environment.”
Rockwall ISD has worked collaboratively with community leaders to identify growing industries, such as healthcare, engineering, science, and mathematics. Students can select one of these focus areas to receive in-depth training as part of their high school experience. “The result will be graduates that are prepared for college and highly sought-after in the job market,” said Lee.
On a broader scale, the College & Career Academy propels Rockwall ISD to the forefront of achieving Texas Higher Education Coordinating Board goals as announced recently by Governor Greg Abbott. The state’s goal, named 60x30TX (60 by 30 Texas), tasks educators and industry to ensure at least 60 percent of Texans ages 25-34 will have a certificate or degree by 2030. The College & Career Academy will offer high school students the opportunity to earn professional certifications and up to a year of college credit by graduation. STEM (science, technology, engineering, math) occupations requiring professional certifications, such as Solid Works, Mastercam, Autodesk, Architectural Revit and cyber security are high need areas that place students in an advantageous position for successful entry into the workforce.
