WHAT'S INCLUDED IN THE VATRE & BOND
A plan for educators and schools while still maintaining one of the lowest tax rates in the area
CURRENTLY IN ROCKWALL ISD... | THE PROPOSAL WILL... | |
---|---|---|
This year approximately 370 students are not able to participate in Career and Technical Education programs due to a lack of space. |
|
Expand Career and Technical Education spaces to allow more students to participate. Prop B |
Rockwall ISD salaries are among the lowest in the area, making it difficult to fill our educator positions. |
|
Increase salaries to help with recruitment and retention of educators. Prop A |
Rockwall ISD has added more than 3,500 students in the last 10 years, and is projected to grow greater than 6,500 students over the next 10 years. |
|
Provide for additional classrooms across the district and reduce the need for portables. Prop B |
Technology is used every day in our public school classrooms by our students and teachers. |
|
Replace outdated devices while purchasing additional devices to keep up with the demand or our growing student enrollment. Prop C |
The District's high schools were built as 4A schools, but they have grown in student population to 6A size. |
|
Renovate both high schools to add functional spaces for enrollment and replace essential infrastructure. Prop B |
Construction costs increase every year. Costs can increase by as much as 18-20% annually. |
|
Taking action now could save taxpayers up to $100 million annually in rising inflation costs. Prop B & D |
The 20% increase in education expenses due to inflation over the past five years has limited the District's ability to provide increases in educator compensation. |
|
The VATRE is a local option prioritized by Rockwall ISD to increase revenue for educator's compensation and funding unfunded state requirements. Prop A |
The State of Texas has mandated specific requirements that all school districts must follow without providing funding for these mandates. |
|
Fund state requirements, including unfunded state mandates like safety and security officers and Special Education. Prop A |
12 school buildings in Rockwall ISD are 20 years of age or older. |
|
Upgrade HVAC, roofing, electrical, and plumbing systems districtwide. Enhance districtwide safety and security. Upgrade surveillance cameras, servers, and video storage capacity. Upgrade campus interiors, lighting, flooring, paint, classroom furniture, campus playgrounds. Prop B |
Utley Middle School is the oldest campus in Rockwall ISD. Some of the learning spaces at Utley are 60 years old. The building also does not have enough classroom space to accommodate 6th graders. |
|
Phase 2 included in the bond re-constructs the classroom wings of Utley MS (the oldest section of the building). It also increases the capacity of the overall building to accommodate 6th graders moving up in 2025-2026. Prop B |
Cullins-Lake Pointe is nearly 40 years old and is the oldest elementary school in Rockwall ISD. |
|
A replacement building will provide a new learning environment for students. This will address the significant infrastructure deficiencies with the existing building. Prop B |
Classroom additions have been made at both high schools over the last several years to accommodate for growth. However, no additions have been made to the shared stadium. |
|
The stadium serves students in multiple athletic and fine arts programs from both high schools. It was originally built in 1975 with one renovation in 2009. This bond would allow for more restrooms and concessions on the home and visitor sides. Prop D |
Voters will see four propositions on their ballot for Rockwall ISD.
Rockwall ISD has the lowest tax rate of 18 districts in our region. If the VATRE and Bond are approved by voters, Rockwall ISD would still maintain one of the lowest tax rates in the area.
