Accountability

As a district, individual schools and teachers, we are measured by many standards. We believe Rockwall ISD is among the best places in the state to educate your children but we also know that transparency and objective standards help administrators, teachers and trustees focus attention on opportunities for improvement. As we continually strive to improve and refine the way we educate, we are providing this information as way to invite you to further understand how our district operates and is measured.

Academic Performance

The state accountability system assigns ratings to every campus and district in the Texas public education system each year. Generally, campuses and districts earn ratings by having performance that meets absolute standards or by demonstrating sufficient improvement towards the standard. In addition to evaluating the performance of all students, the performance of individual groups of students is held to the rating criteria. The student groups are defined as the major ethnic and racial groups as well as students designated as economically disadvantaged. All of the evaluated groups must meet the criteria for a given rating category in order to earn that label.

State Accountability

The Texas Education Agency (TEA) uses an A–F accountability rating system to evaluate school districts and campuses based on their performance. The system focuses on three primary domains:

Campuses and districts receive ratings of A-F for each domain and overall. The ratings are based on student performance on standardized tests, including State of Texas Assessments of Academic Readiness (STAAR) and End-Of-Course (EOC) results, as well as graduation rates and college, career, and military readiness (CCMR) outcomes. Beginning in 2023, the TEA implemented significant updates to the A–F Accountability Ratings System that will impact students, schools, and districts. 

The most impactful changes in the A-F Accountability Ratings System Refresh are:

  • a significant increase in the scaling method for CCMR throughout the system, with the most rigorous increase impacting the Student Achievement Domain.
  • a new calculation and scaling methods in the Academic Growth component of the School Progress Domain.
  • a new calculation and scaling methods in the Closing the Gaps Domain.
  • a new calculation method for component and domain ratings for districts.
  • TEA implemented numerous changes that impact 2023 Accountability Ratings
  • Students took newly designed STAAR/EOC exams in Spring 2023
  • 2023 A-F Ratings are based on a different set of rules than in prior years
  • A school or district could actually IMPROVE performance over the previous year and still score LOWER in the new accountability rating system
  • 2022 Ratings and 2023 Ratings cannot be compared side-by-side

Federal Report Cards
Rockwall ISD is sharing this information about the district and your child’s campus with you as part of its obligations under the federal Every Student Succeeds Act of 2015 (ESSA). Federal Report Cards for the state, the district, and each of the district’s campuses are now available on the Texas Education Agency’s website at this link.

School Report Cards
The purpose of the school report cards is to inform parents and guardians about a campus’s individual characteristics and academic performance.
