Rockwall ISD is the proud recipient of the TASBO Award of Merit for Purchasing Operations. This award is provided to school districts and Education Service Centers statewide that are committed to following professional standards in the acquisition of goods and services. In determining Award of Merit designees, TASBO reviews various procedures and practices including but not limited to: organization, policies and procedures, contract operations, staff training and certification, use of technology and communication.

The Procurement Office serves as a liaison between vendor sales and district personnel. Our commitment is to support the Rockwall Independent School District by facilitating the acquisition of needed resources through prudent purchasing practices in accordance with state and federal law, as well as local policy, rules and regulations.

Doing Business with Rockwall ISD
General procurement for Texas Public Schools is governed by the State of Texas (TEC 44.031). The Procurement Office facilitates the partnership between vendors and the District as it relates to these statutes. Under an allowable procurement method, Rockwall ISD offers an on-going Request for Proposals (RFP) for As-Needed Vendors. Vendors must comply with this requirement in order to do business with RISD, unless otherwise stated. Completion of the RFP allows the Procurement Office to update the list of available vendors as used by our staff when considering the purchase of goods and services.
Also allowable by statute, Rockwall ISD participates in several purchasing cooperatives, as discussed below. If a vendor is available through a purchasing cooperative contract, the District can utilize that contract as long as it is in effect; therefore, it is not necessary to complete the RISD RFP unless the vendors chooses to do so.

- What do I do if I am not on the current vendor list?
Complete RFP 2122.07-001 (A) and submit to RISD. This packet can be found at the bottom of this webpage or accesssed as a project through Bonfire.
- What is Bonfire?
Rockwall ISD utilizes Bonfire's online portal as a free registration tool for vendors. Registering allows vendors to be notified of future bid opportunities based on the category of goods/services identified through the registration process. - How is vendor registration different than being a vendor?
Registration does not satisfy the requirement of completing the RFP for vendors interested in doing business with the district right away. It is simply a notification tool. Vendor status is activated through a current contract via our RFP, a purchasing cooperative or another school district.
- Does RISD know if or when I register?
No. The online registration portal creates a database that is referred to when the District publishes a bid. Parties may be notified as bid opportunities arise. If the vendor is not on the current vendor list but can confirm there is an active contract with another entity, they should bring this to the attention of the Procurement Office.
- In regard to Instructional Materials Adoption, is Rockwall ISD a closed or open district?
Rockwall ISD is a closed district. Please direct all communication regarding instructional material adoption to the Instructional Resources Coordinator - Misti Knight (misti.knight@rockwallisd.org)
Closed district guidelines: Publishers will attend only districtwide textbook presentations that are initiated by Central Administration. Publishers may not initiate or schedule appointments with members of the Board of Trustees, individual teachers and/or campus or district staff. Neither a publisher nor their representative may visit, contact, email or conduct presentations on individual campuses. Individual or mass mailings, letters, emails or telephone communications from publishers are not permitted. Any publisher violating district guidelines regarding the process may be barred or disqualified from participating in the Rockwall ISD instructional materials selection process.
Purchasing Cooperatives
Texas Education Code 44.031 identifies inter-local agreements as an allowable procurement method when expenditures in a particular category of goods or services exceed the current threshold of $50,000. Rockwall ISD is proud to partner with the following cooperatives in the procurement of goods and services: Allied States Cooperative, Choice Partners, CTPA, DIR, E and I, EPIC 6, EPCNT, Houston Galveston Area Counsil, Multi-Region Purchasing Cooperative (Region X), Omnia Partners (National IPA, NCPA and US Communities), PACE, State of Texas, Tarrant County, TASB Buy Board and TIPS-USA.

RFP 2122.07-001 (A) General Discount Bid for As-Needed Vendors
This RFP is on-going and the responses are reviewed on an incremental basis. It is not a tool for a vendor to complete and automatically be considered a RISD vendor. There is no guarantee of purchase. Instead, as responses are evaluated, the vendor list is updated accordingly and the vendor becomes available for use by our staff for purchases on an as-needed basis, effective July 1, 2021. After July 1, in order to determine if a vendor is currently considered a RISD vendor, or has been added based on their submission to this RFP, vendors should check the posted Vendor List.
