Student Personal Communication Device Guidelines

Background Information 

The 89th Texas Legislature passed House Bill 1481, which was signed by the Governor on June 20, 2025, prohibiting “a student from using a personal communication device while on school property during the school day.” 

Per HB 1481, Trustees of a school district shall adopt, implement, and ensure the district or school complies with a written policy prohibiting a student from using a personal communication device while on school property during the school day. The policy must establish disciplinary measures to be imposed for violation of the prohibition and may provide for confiscation of the personal communication device. 

Per HB 1481, the policy may provide a designated method for the storage of a student's personal communication device while the student is on school property during the school day. In adopting the policy to be in compliance with HB 1481 law, Trustees must authorize the use of a personal communication device to include: 

1. The implementation of an individualized education program, a plan created under Section 504, Rehabilitation Act of 1973 (29 U.S.C. Section 794), or a similar program or plan; 

2. The use by a student with a documented need based on a directive from a qualified physician; or 

3. The use to comply with a health or safety requirement imposed by law or as part of the district's or school's safety protocols. 

Per HB 1481, "personal communication device" means a telephone, cell phone such as a smartphone or flip phone, tablet, smartwatch, radio device, paging device, wireless headphones, earbuds, gaming device, or any other electronic device capable of telecommunication or digital communication. The term does not include an electronic device provided to a student by a school district. 

As it relates to HB 1481 and bill requirements, the District recommends the following additional authorization for use of a personal communication device to include: 

4. The necessary use by students who participate in a dual credit course under the direction of the course instructor.
