If you are enrolling a new student into Rockwall ISD, please use this link to access the New Student Information and Application.
While Rockwall Independent School District follows the neighborhood school concept, which assigns students to campuses based on their home attendance zone, the district recognizes that certain circumstances may warrant consideration of a transfer request. Transfer approvals are limited and are generally not granted for convenience or to attend school with friends.
Transfer Options:
- NEW Rockwall ISD Employee
- Available to employees who work 20 or more hours per week. Substitute employees are not eligible.
- NEW Intra-District Transfers
- A transfer request from a student residing within Rockwall ISD boundaries to attend a campus other than the one assigned to the student’s residence.
- NEW Inter-District Transfers
- A transfer request from a student residing outside Rockwall ISD boundaries to attend a Rockwall ISD campus. See Board Policy FDA for qualifications and eligibility requirements.

Transfer General Information
Transportation
- Rockwall ISD does not provide transportation for students on approved intra-district or inter-district transfers.
- Parents/guardians are responsible for ensuring timely and safe transportation to and from school.
- Transportation-related issues may result in revocation of the transfer.
UIL Eligibility
- Students may not transfer for athletic purposes.
- Students in grades 9–11 who intend to participate in UIL activities should review UIL transfer eligibility requirements carefully.
- All UIL eligibility rules will be strictly followed.
- Approval of a transfer does not guarantee UIL eligibility.
- Students transferring between high school feeder patterns may be ineligible for varsity competition for one calendar year unless a UIL residency waiver is granted.
Specialized Programs
- Students placed at a campus due to enrollment in the following specialized programs are not considered intra-district transfers:
- Bilingual
- ACE/BASE
- ESCE
Pre-K Students
- Pre-K placement questions should be directed to the Parent Center. Pre-K students will return to their zoned campus for Kindergarten unless otherwise approved through the transfer process.
Application Timeline:
- April 1 - June 1, 2026: Transfer requests for Children of District Employees and students CURRENTLY on an approved transfer.
- April 7- June 1, 2026: Transfer requests for students NOT currently on an approved transfer or those requesting a transfer to a new campus (Applications for 6th, 9th and 10th grade students are considered to be new transfer requests.)
