Key Information on the Nov. 5 VATRE/Bond Propositions
Why is Rockwall ISD Proposing a VATRE and Bond in the November 5th Election?
Rockwall ISD is growing. Over the past 10 years, more than 3,500 students have joined the District, and projections indicate an additional 6,500 students over the next decade. Additionally, Rockwall ISD currently has some of the lowest educator salaries in the area, which impacts the ability to attract and retain qualified staff during a national teacher shortage.
What Would the VATRE (Voter Approval Tax Rate Election) Provide for Educators?
If approved, the VATRE would provide funds to increase educator and staff compensation, cover state-mandated requirements (including unfunded mandates), and hire additional teachers to address growth. Rockwall ISD's teacher salaries are currently the lowest compared to other districts in the metroplex.

Proposition B: Two new elementary schools, a new Cullins-Lake Pointe Elementary School, renovations at both RHS and RHHS, Utley Middle School Phase 2 renovations, expanded spaces at the Dr. Gene Burton College and Career Academy for culinary arts, cosmetology, Marine Corps JROTC, and a new Agricultural Science Center and more.

Proposition C: Provide instructional technology devices for classrooms and replacement of outdated technology.
