Recognition of Service: Trustee Jim White Honored for 12 Years of Leadership and Service
Luci Mouton

Rockwall ISD proudly recognizes Mr. Jim White for his twelve years of dedicated service as a member of the Board of Trustees. Join us for a retirement celebration on Monday, May 12, at the Rockwall ISD Administration Building from 4-5:30 p.m.

Mr. White served four consecutive terms, beginning in May 2013 and concluding in May 2025. During his tenure, he also served in the role of Board Secretary, exemplifying leadership, professionalism, and an unwavering commitment to the students and families of Rockwall ISD.

As a Trustee, Mr. White was a vital part of the governance team that guided the District through significant milestones, including managing rapid student enrollment growth, ensuring academic excellence, and overseeing major capital improvement efforts. Under his leadership, the District completed the 2015 bond program, successfully passed the 2021 bond, and opened eleven new facilities: four new elementary schools, three replacement elementary schools, one new middle school, two ninth-grade campuses, and the District’s first College and Career Academy—all while maintaining fiscal responsibility and achieving the lowest tax rate in Rockwall ISD history.

Mr. White’s deep connection to Rockwall ISD began as a student, culminating in his graduation from Rockwall High School in 1988. His lifelong dedication to education and public service has left a meaningful impact on generations of learners and families.

Notable accomplishments during Mr. White’s tenure as a Trustee include:
• Supporting student enrollment growth from 14,359 in 2013 to more than 19,000 in 2025;
• Playing a key role in bond initiatives that resulted in eleven new or expanded campuses;
• Lowered the tax rate 32¢ from $1.46 in 2013 to $1.14 in 2025;
• Advancing academic opportunities, with approximately 60% of 5th and 6th-grade students participating in advanced math pathways;
• Encouraging well-rounded student involvement, with 97% of grades 7–12 students engaged in Fine Arts, CTE, or Athletics;
• Contributing to the District’s recognition as a 2019 Top Five Honor Board in Texas;
• Supporting a graduation rate of 99%, among the highest in the region;
• Participating in 204 board meetings, totaling over 246 hours of service in regular, workshop, and special sessions;
• Attending 44 graduation ceremonies and personally congratulating approximately 14,085 graduating seniors.

Through every decision and milestone, Mr. White has demonstrated a commitment to the District’s mission to empower learners to embody independence, value relationships, and achieve excellence. His thoughtful leadership, steady guidance, and passion for education have helped shape Rockwall ISD.

On behalf of the Board of Trustees, administration, staff, students, and the greater Rockwall ISD community, we extend our sincere gratitude to Mr. Jim White for his remarkable service and lasting legacy.
