Rockwall ISD Provides Tax Notice and Proposition A Clarification

Rockwall County taxpayers should begin receiving their property tax notices in the mail this week, and as a result, Rockwall ISD is providing clarification regarding the upcoming November 4 Voter-Approval Tax Ratification Election (VATRE). 

State law requires school districts to include the proposed Voter-Approval Tax Ratification Election (VATRE) tax rate on property tax notices. This means the $1.0669 total tax rate on your property tax notice already reflects the four-cent tax rate change proposed by Rockwall ISD and the 2025-2026 tax rate will not go up further if Proposition A is approved by voters. Frequently Asked Questions 

  • Does my tax notice already include the proposed rate? Yes. State law requires the proposed rate be included as if Proposition A had already passed. 
  • If Proposition A passes, will the 2025-2026 tax rate increase above what is on my notice? No. $1.0669 is the 2025-2026 adopted rate and will not go higher. 
  • Does Proposition A create new debt for Rockwall ISD? No. A VATRE generates additional revenue each year by increasing the maintenance and operations tax rate; it does not create new debt for the school district. 
  • If I am 65 or older, will my taxes increase if Proposition A passes? No. State law freezes school district property taxes for homeowners age 65+ who have filed a homestead exemption, unless subsequent improvements are made to the primary residence. 

If approved by voters, Proposition A would generate approximately $16.5 million annually in additional local funding for the following areas: 

  • Teacher and staff pay, 
  • Special Education services and student programs, and 
  • School safety/security requirements.
