Two Principals Named and New Director of Safety and Security Announced

Haack Named Principal of Doris Cullins-Lake Pointe Elementary

Kelly Haack comes to Cullins-Lake Pointe Elementary with 21 years in education. Most recently, she has served Rockwall ISD as the assistant principal at Cullins-Lake Pointe Elementary for four years. In addition to her campus administration experience, she has served as an Instructional Coach at Nebbie Williams and has thirteen years of teaching experience in Second, Third and Fourth Grade, where she taught multiple content areas and supported her grade level as Team Leader. She earned a Master of Education in Curriculum and Instruction as well as her Educational Administration Certification from Texas A & M Commerce. She earned a Bachelor of Arts in Interdisciplinary Studies from Texas A & M Commerce.

Mrs. Haack’s professional experiences include:        

·         Participant in the Rockwall ISD Aspiring Elementary Principal Academy;

·         Successful elementary campus leadership experience;

·         Successful implementation of Professional Learning Communities (PLCs);

·         Campus-wide implementation of Positive Behavior Intervention Supports; and

·         Member Pre-K District Planning Committee.

 

Sparks Named Principal of Amy Parks-Heath Elementary     

Mrs. Amy Sparks comes to Amy Parks-Heath Elementary School with eighteen years of experience in public education, including two years as the Assistant Principal of Jones Elementary School and as a 2022 Rockwall ISD Elementary Summer School Principal. In addition to her Rockwall campus leadership experience, Mrs. Sparks has been an Instructional Coach, Curriculum Writer, and educator in Rockwall and McKinney ISDs, including five years as an educator at Amy Parks-Heath Elementary School. She earned a Master of Education in Educational Administration from Lamar University and a Bachelor of Science in Human Development from Texas Tech University.

Mrs. Sparks’s professional experiences and accomplishments include:

  • Elementary Summer School Principal 2022;
  • Participant in the Rockwall ISD Aspiring Elementary Principal Academy;
  • Successful implementation of Campus-Wide Professional Learning Communities (PLCs);
  • Rockwall ISD Mathematics Curriculum Design Team Member;
  • RISD District Strategic Team Member 2017-18; and
  • Comprehensive knowledge of Positive Behavior and Intervention Supports (PBIS).

Hillman Hired as New Director of Safety and Security

The safety and security of students, teachers and staff at all Rockwall ISD campuses and facilities are paramount. Recognizing that responsibility, Rockwall ISD welcomes Mr. Michael Hillman to the new position of Director of Safety and Security in the Student Services Department. He joins Rockwall ISD with 30 years of law enforcement and security experience including 15 years of broad supervisory and team leadership experience. During his safety and security career, Mr. Hillman has been a police officer and is currently a Federal Bureau of Investigation (FBI) Special Agent.

As the District’s new Director of Safety and Security, Mr. Hillman will lead all efforts to ensure safety measures and emergency preparedness protocols for all Rockwall ISD facilities align with state and local law enforcement requirements and best practices.

Throughout his 30-year career, Mr. Hillman has served in various positions in law enforcement, including:

  • FBI Security Division;
  • FBI Gang and Violence Crime Investigation;
  • FBI Hate Crimes Coordinator;
  • FBI Joint Terrorism Task Force;
  • FBI Regional Hazardous Materials Response Team;
  • FBI Intelligence Collection and Management; and
  • Municipal Police Officer.

Mr. Hillman has extensive training and experience in program management, investigation, threat assessment and mitigation, and risk and vulnerability assessments. Additional skills, certifications and abilities include:

  • Facility Security Officer Certified;
  • ALERRT Certified (Active Shooter Training);
  • Emergency Medical Technician Training (First Aid);
  • Extensive Firearms, Medical, Tactical, Legal Intelligence, and Ethics Training;
  • Crisis Management Operations;
  • Security Information Technology Training; and
  • Physical Security.

The new Director of Safety and Security is a reinforcement to the overall safety measures already performed by Rockwall ISD, including the following:

  • A strong partnership with School Resource Officers, law enforcement agencies and first responders in Rockwall, Heath, Fate and Rowlett,
  • Safety audits on all instructional facilities,
  • Training of staff and substitutes in the Standard Response Protocol so students and staff understand how to respond in an emergency situation,
  • Districtwide implementation of the Raptor Emergency Management System,
  • Security Guards at high school campuses to provide support with access control and safety procedures,
  • Review campus plan with the School Behavioral Threat Assessment Teams, and
  • Mandatory safety drills conducted at campuses during the school day.
