Rockwall ISD Earns ‘A’ rating From the Texas Education Agency’s Financial Management and Reporting System— the Highest Rating Given by the State

Rockwall ISD earns ‘A’ rating from the Texas Education Agency’s financial management and reporting system— the highest rating given by the state

Rockwall ISD earned a Superior Achievement rating in the Financial Integrity Rating System of Texas, or FIRST, based on data collected and reported during the 2021 fiscal year, which is the latest reporting year. Since the state began the FIRST system 20 years ago, Rockwall ISD has earned the highest rating of Superior Achievement each year.

The rating is determined by the state using 20 reporting indicators that include the successful completion and publishing of a financial statement, the effective and clear auditing of the financial statements by an independent auditor, compliance with debt payments, payments to the Teacher’s Retirement System, the strength of the District’s financial reserves, and a low administrative cost ratio. The state's school financial accountability rating system ensures that Texas public schools are held accountable for the quality of their financial management practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes.
