Teacher Incentive Allotment (TIA)

  • Rockwall ISD is excited to announce we are preparing for the implementation of the Teacher Incentive Allotment (TIA), a Local Option Teacher Designation System where Districts receive new state funding for performance-based compensation for teachers.   Rockwall ISD anticipates full implementation of the TIA during the 2022-2023 school year. 

    Texas House Bill 3 established the TIA to recognize effective teachers on three different levels:  Recognized, Exemplary, and Master.  These teacher designations generate additional teacher-focused allotment funding for Districts.  It requires the setting of “performance and validity standards” to ensure that the identification of highly effective teachers yields reliable and comparable results across the state.  The goal of the TIA is to attract and retain effective educators by giving them a path to higher annual salaries.

    The TIA is dedicated to recruiting, supporting and retaining highly effective teachers in all schools, with a particular emphasis on high-needs and rural schools.  Districts that choose to participate are charged with developing a local designation system that measures teacher effectiveness based at a minimum, on both teacher observation and student growth data.  The funding formula is based on the allotment which equals a student point value determined by campus socio-economic tiers. 

    Developing a local designation system requires significant planning, stakeholder involvement, and adequate time to prepare all the necessary information to communicate prior to the first year of implementation.

    The TIA will not replace the District’s current teacher hiring schedule.  Teachers who earn a designation will receive an additional stipend separate from their regular teacher salary.  Only certified educators may earn this designation.  Some employees will be automatically designated and eligible if they are Nationally Board Certified and/or were designated by their previous District.
